The University of the Philippines (UP) Office of International Linkages (OIL) successfully concluded the inaugural Developing Academic Leadership and Organization Yield through Internationalization (DALOY) 2026: Capacity Building Workshop from 14 to 16 July 2026 at Park Inn by Radisson Clark. The workshop convened International Relations Officers (IROs) and administrative personnel from the University’s Constituent Universities (CUs) to strengthen strategic leadership in internationalization and lay the foundation for a system-wide internationalization investment framework.
The workshop opened with virtual keynote lectures from Dr. Roger Chao, Director of the Technical Cooperation Office of the Commission on Higher Education (CHED), and Dr. Ethel Agnes P. Valenzuela, Commissioner of CHED and former Director of the SEAMEO Secretariat. Their presentations examined global and regional developments in higher education internationalization, emphasizing strategic leadership, institutional transformation, and the role of universities in advancing national and regional development.
Structured around the developmental learning journey of Discover, Reflect, Design, and Commit, the two-day workshop combined lectures, facilitated discussions, institutional reflection, and collaborative planning exercises. Sessions were led by UP OIL resource persons, including Mr. Guillian M. Mecate, Ms. Bea Patricia Devesa, Ms. Maya Vicencio, Ms. Melea Roxas, Mr. Julio Legaspi, Ms. Ashley Masangcay, and Ms. Ma. Clarissa Urbi, who guided participants through the evolution of UP internationalization, the assessment of the University’s Internationalization Roadmap, outcome mapping, strategic investment prioritization, and the development of Constituent University investment plans.
Throughout the workshop, participants produced key institutional outputs, including CU Internationalization Maturity Profiles, Roadmap Assessment Matrices, Institutional Outcome Mapping Matrices, Internationalization Investment Inventories, Draft Investment Priorities, and Internationalization Investment Canvases. These outputs culminated in consolidated policy recommendations that will inform the refinement of the proposed UP Internationalization Investment Framework, supporting a more coordinated, evidence-based, and strategically aligned approach to internationalization across the University System.
As its inaugural implementation, DALOY 2026 marks an important milestone in institutionalizing internationalization across the University of the Philippines. By fostering a shared strategic perspective among Constituent Universities and equipping internationalization leaders with a common planning framework, the program reinforces the University’s commitment to advancing globally engaged scholarship, collaborative partnerships, and internationalization initiatives that contribute to academic excellence and nation-building.
